You tried hard to get a straight answer but it looks like they MIGHT not be paying VAT on the DRA fee and if they are (if the added £70 DRA fee includes VAT) it looks like the consumer is paying the VAT which HMRC has said already must not happen with enforcement or debt chasing 'fees'.
I'm local(ish) to Shoreham Port so this is a good one to choose for an extra pushback against BW Legal. Why not?! If they have nothing to hide they have nothing to fear.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You are correct. The General Directions 2021 do state that they replace byelaws, and the Port Authority is self governing and has the powers to make or repeal or replace byelaws.
Whilst the port area is private land, it is a traffic authority as already explained by @Castle and it is still not relevant land as stated in the PoFA.
In addition, the only references are to vehicle drivers, operators, (which would probably refer to cranes or other cargo handling equipment that has been driven to a location then "operated" in some way other than driving), and owners.
There are no regulations applicable to vehicle keepers, therefore, just like byelaws, the General Directions cannot apply to the keeper. If a parking company is trying to apply parking regulations to a vehicle keeper, yet the General Directions do not, then the parking Ts and Cs are more onerous than the Port Authority regulations.

I am being chased by a "legal" firm for non payment of a fine from GXS, received when parked at Shoreham Port. On advice from the man issuing the ticket, I appealed. I did not receive a decision, by post or email. The first correspondence I received was from a debt collection agency demanding a now increased fee, due to non payment of the original amount. (this was received 7 days after the letter date and on the final day possible day for payment.) I emailed GXS to enquire how this occurred - no response. I am now being asked to agree to pay before they start court proceedings. Complaints through the associated complaints process have led to no useful information. As I never received a decision (never sent) I did not have the opportunity to pay the original amount; so do not see why I should pay the inflated amount. Does anyone have any advice on how to proceed please?0

Thought everyone knew by now to avoid parking there! The north side of the coast road is free to park in (assuming this was Southwick or Portslade area) so why do drivers even go onto the private land area? I'd never take my car there, not even in the so called car park.
BTW, are you sure your vehicle logbook has/had the right address on it? If you posted an appeal to a windscreen PCN and heard nothing more, I suggest that maybe the postal NTK went to the wrong address due to the logbook showing your old address. Now a debt crawler has traced your new address. Am I right?
