    That's not quite correct.

    You must either receive a bill, or be told in writing that you will receive a bill in the future.


    It sounds like a section 20 consultation was done. The final part of that consultation is informing leaseholders that a contractor has been selected, and the cost will be £x.

    That might (or might not) count as being informed in writing. (And/or the OP might have received another letter about it, which they haven't mentioned.)



    And just for completeness - it's not 18 months from the work being completed, it's 18 months from when the HA becomes liable to pay the money. So it's possible (but unlikely) that...
    • The contractor hasn't billed the HA yet
    • The HA is disputing the contractor's bill - and they haven't yet agreed on a final bill amount

    If so, the 18 month clock hasn't started yet. But as I say, those options seem unlikely.

    Getting conflicting advice here.

  • I had a flash of inspiration and messaged them to ask if I can set up a payment plan paying £50/ month. Should have done that in the beginning.

    To get ahead as they have said I may not be able to set up a payment plan when it is billed, it may be billed in one go.

    The lovely guy in the "Home Ownership" team said he shouldn't give financial advice but didn't I know I wouldn't get any interest on the money I paid them on my payment plan.

    He’s right. Don’t set up a payment plan. Put the money in a savings account every month then, if they bill you all in one go, you’ll have the money and you’ll have been making interest on it in the meantime.
