PCN - forgot to put ticket on in free for 2 hours euro car park dundee

Hi yesterday I popped into tk maxx in dundee came out to find a PCN from euro car parks on my car. The car park is on a small retail park and is free for 2 hours providing you put a ticket on - which i forgot to do. Do i try and dispute as obviously have no proof of when i arrived at the car park (although sure theres cctv). Its £60 - and goes up to £100 after 14 days. Presume if I try and dispute and they refuse ill then have to pay £100?

should add car was served at 2:40 ticket went on at 2:52 i came out of shop at 2:540

They have no proof of who was driving/parking and as Keeper Liability is not (yet) a thing in Scotland you can ignore.
