Texts not delivering

I have an iPhone XR. I have a new contact in my phone who has a Samsung phone.  
I am unable to send text messages to this contact, it states ‘not delivered’.
i can receive text messages from them. 
I can call the contact and they can call me. 
We can both send and receive texts from other contacts.

Both of us have tried the following:
- latest software update;
- hard reset of the phone;
- switched airplane mode on and off;
- checked the contact is not blocked;
- switched off iMessage and turned it back on;
- turned mobile data off and on again.

any ideas what else we can try please? 🤔

    I have this problem between me and a friend.
    Me Samsung which usually get through but her iPhone doesn't get through to me.

    I did research the net and it seems a known problem and needs settings adjusted on iPhone. 
    Sorry, on a kindle at mo and can't provide links at the mo

    On the iPhone 

    Select settings 

    Scroll down and select Messages 

    Scroll down and switch on Send as SMS

    That should fix your problem

    yes you need to make sure your texts are being sent as SMS are not by for example Google messaging

    Google messaging allows you to put pictures and things free of charge but it is not compatible with SMS ie both sender and receiver have to run Google messages

    if both of you default to standard SMS then you should have no problems

    Unfortunately that doesn’t work. It’s already switched on. Have tried switching it off and on again too. 🫤

    Let's go back to basics. 

    Delete the contact from your phone
    Delete the conversation in messages
    Check you don't have the number save under another contact. 
    Turn your phone off , leave for a while
    Turn phone on
    Add contact back in to phone making sure to complete the fields carefully
    Wait five minutes
    Open messages 
    Start a new  conversation with the contact. 

    If the bubbles are blue then your contact has iMessage registered on that number. Assuming they aren't using a service like BlueBubbles or Beeper they'll need to log into their old Apple ID and remove the number. (if they are using BlueBubbles or Beeper then these services are quite buggy)

    If the bubbles are green and the problem persists then get your contact to remove your details from their phone , reboot and re-enter. 

    If the problem remains then they've either blocked you or its at a network level.  If that's the case then:

    Write down exactly what the error is and the first five digits of your contacts number. (This could be important as it might be a non-standard number that doesn't come out of a bundle )

    thanks very much. Have tried the above and still no luck unfortunately. I’ll have to contact Apple. Not sure if it’s an issue with my Apple device or their Samsung device. There’s no error code it simply states Not Delivered. It’s a mystery!
