Car Hire Excess insurance with Eversure - caught out by contractual terms..?

Insight needed from the MSE hive mind! Thanks in advance!
I have a car hire excess policy from Eversure. A recent rental was damaged while parked in Istanbul - some scratches on the side - billed ~£450 (c.16000 Turkish Lira) by the rental company, submitted the claim to Eversure who immediately handed it over to AIG for processing.
AIG were quite fast in processing it but paid out only ~£150 because they said they covered only up to the Collision Damage Waiver (CDW) amount as stated in the contract, which was 5500 Turkish Lira. I'm not familiar with the terms, but it seems like the CDW more or less means 'excess'.
The question is, do I have any recourse either to the car hire company, OK Mobility - which seems to have an HQ in Spain - or to Eversure/AIG?
I thought I was covered, but somehow I find myself £300 out of pocket.

The car hire contract does indeed state CDW 5500 TRY - does this mean I should not have been charged more than this amount for the damage? They invoiced me when I'd already left the country and charged the card registered.0
