Worldwide Travel insurance for European on Pre Settled Status

Hi, My Partner is Italian and been living and working in the Uk for 3 years on pre settlement status. We are going backpacking for a year around India and I cannot find a company that will insure her as she is not a permanent resident. The thing is she is registered here with a doctor in the Uk has a residential address  in the Uk and been paying British taxes for 3 years. She has left Italy and cannot call herself an Italian resident and cannot call herself a British resident. So how can we get travel insurance? Any help much appreciated

Normally the requirement is that you can classify yourself as a resident, it doesn't have to be a permanent resident (to use old EU terms, or ILR for new terms)
