RTB Section 128 Notice

I'm in the process of the right-to-buy, contested the council's valuation, appealed to the District Valuer, and got their valuation. How long does the council typically take to issue a Section 128 notice? Is there a specific timeframe for this? I have my valuation but haven't received a new offer from the council. Any insights on this would be appreciated as I'm having difficulty finding information online. Thanks
