Amazon potential theft and dispute

On 21st November, an Amazon delivery driver handed over a parcel that had been opened and the contents were missing. Amazon have apparently investigated this and won’t give me a refund. It was an iPhone 14 worth £649

I have a picture of the ripped open parcel, the drivers details and Ring Video footage of the driver being challenged. Even with this they won’t refund me. 

I have been advised by the CAB to officially complain but I’m struggling with how to do this. The complaints@ email does not work. The managingdirector@ email puts me back to customer services. Even jeff@amazon.com does the same.
