Apparently you don't even need to have any windows when making changes under permitted development: https://www.watfordobserver.co.uk/news/17776352.tiny-flats-no-windows-get-green-light-watford-appeal/silvercar said:The fact that the bedroom windows don’t open would be a red flag for me. I'm not sure that you can call it a bedroom if it has no opening window. Certainly office conversions near to me call the extra room an extra room rather than a bedroom. They also weren't allowed to put doors on them prior to completion, though the new owners would have done so once they took possession.SoozyJ22 said:

If it doesn't have a door then it isn't a separate room, it's part of whatever it connects through to. I've seen that in some flats where there's e.g. a mezzanine "bedroom" area with a "window" through to the living area.silvercar said:

None of the upper units would have any windows and neither would one of the flats on the ground floor.16.5sq m -My bedroom is bigger than that.... These "flats" are prison cells, and people will die if there is ever a fire.
The flats range from 16.5sq m to 22sq m in size.
No parking spaces are provided but the plans include 18 cycling spaces.
Any language construct that forces such insanity in this case should be abandoned without regrets. –
