You'd have a hard time proving where the boundary line is if the house was built that way and the apparent trespass is the width of a piece of fascia board.  

This was possibly the longest post I've ever seen but the majority of it is irrelevant.  I'm not really sure what the question is, but understanding the difference between the Planning and Building Control departments might give the OP the correct people to talk to.  I'd really consider what my point is before doing that as it's probably no more than a few sentences long.    "I'm concerned about the quality of the extension my neighbour is building, can I send you some photos" about covers it.
