Is it still possible get a new contract to provide traditional landline coverage?

My elderly, sickly father-in-law has just moved house and wants a landline. Apparently the previous occupant relied on her landline which was working a year ago.
However, all the new contracts I have found provide an internet phone, which won't work if there's a powercut or (I think) the broadband is down. This is not ideal for a man with multiple serious illnesses.

Openreach stopped provisioning new analogue connections in September, so very unlikely you will be able to get one. Consider a cheap PAYG mobile phone as an alternative.0

I think that technically fully unbundled providers such as TalkTalk and Sky could still offer a copper based product if they wanted to, but not sure if they actually are. Regardless, it would be short term fix.0

As stated , the stop sell is of WLR ( wholesale line rental ) , the likes of Sky and Talk Talk don’t use WLR as they are LLU providers, but chances are neither will sell a ‘landline’ type service, just broadband with a phone service attached, and it’s likely they will also use IP telephony for new customers, so the phone plugs into the router and if broadband is off , the phone service is off .
There really isn’t an alternative, if power outages are a real worry, battery backup/ uninterruptible power supply are available, as far as broadband going down ( not related to power outages ) that’s no more likely than a legacy phone service, they were not infallible.
For most in this situation , in the unlikely event of a power outage causing the ‘landline’ being off , a mobile for ‘emergency’s’ is the straightforward solution .0
