Parking tickets

I am going to start by giving context to my story. Last year at the beginning of December I sold a car that was declared sorn as I no longer used it. I had recently moved house and I forgot to update the v5 (I had just had a baby and it wasn’t even a thought to me to do that). After selling the car and having the new buyer sign a receipt and me filling in the v5 and posting it off with the new owners details I thought all was well but in late June I received a phone call from a bailiff regarding an unpaid parking charge and that they were coming to my property to seize goods. I then realised my v5 had become lost in the post. The problem is they kept coming, 4 in total! I put a letter in writing to the dvla explaining my situation and they updated their records to say I wasn’t the current owner at the time the contraventions occurred. 2 of the companies managed to find me quickly after the charges and were satisfied with the evidence I provided and dropped their cases, 2 of them were not. The 2 that were not came from traffic for London and Manchester City council and these charges occurred in late December last year and early February this year. I have submitted out of time applications and supporting evidence to both but they are not backing down as they had already gone to court from what I understand. I have the signed receipt, my bank statement and supporting letter from the dvla even purchases made on my bank statements proving I was nowhere near the areas on the day where the charges occurred (I live in Derbyshire) but they won’t drop their cases against me stating that at the time they issued the fines their details were correct. My question is what options do I have now? I don’t understand my legal rights enough and also why were the other companies able to find and contact me so quickly before it escalated further when traffic for London and Manchester City council couldn’t? I am very stressed, thank you for reading.

    As these are both proper penalties, as opposed to private PCNs, you are best urgently posting on pepipoo forum.
