It would be unusual for Hiring Managers to do so, very common for Recruitment Agents.

I'm leading a tender process for some new software and so emailed a few companies to invite them to pitch to us and all 4 of them immediately responded they wanted to be involved and sent a LinkedIn invite. 

The strength of LinkedIn is all about the network... I often look at candidates and see who our mutual connections are (given the size of my network, involvement in groups etc I don't need to be connected to see). I find a 5 minute call to a mutual ex-colleague far more valuable than any formal written reference and can give me some ideas for interview questions

Normally they can, especially if they have one of the 'paid for' levels of subscription.

No-one can possibly answer that. They may have been checking there weren't any red flags either there or elsewhere online.

And also that the information on there matches the information you sent to them directly.

It's neither negative or positive. I have LinkedIn connections with loads of people because my work involves a lot of networking. And many are people I would certainly not connect with on any other social media
