Follow the usual job application process through? All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.0 -
Change your job title on LinkedIn to the new post and see what the manager does.2

So it's normal?0

If you have not interviewed yet then it is a bit weird.
You should do absolutely nothing though. Just go through the job application process as normal.0 -
Shouldn't message?0

They can see my profile without adding me as a connection?0

Happened to me yesterday, recruiter rung me about a vacancy, I spoke to them about it then a few minutes later got a linkedin connection request.
For my industry at least (IT) this seems regular and I normally politely accept (though I'll unfollow if they fill my feed with rubbish lol). If it's a vacancy I really want I might reach out (love the phrase not) and ask them some questions or show interest in other ways. Otherwise i just consider this as a polite token of connection and that even if I don't get the job i might get to see what else they have at a future date.
I spend a lot of time on linkedin but I've been trying to cut it down a bit as it's very pretentious these days, might just be the connections I have but loads of posts landing on my feed telling me (and the wider audience) why we're failing at doing this and that in my work by people who likely wouldn't be able to know what my job title meant let alone have a go at it
such is social media these days.
So some advice, you have two ways forward
- do nothing, totally fine
- converse, have a quick chat - totally fine0 -

Either way, it's an odd thing to do. I'd wait for them to take the next step.Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!0
