Why are the UK grants prioritised at home owners?

    Yes, that site is offering ECO4 grants which are means tested and only for properties with poor EPCs.
    IIRC ECO4 grants are also available to tenants in rented accommodation, with the landlord's agreement.
    I'm not sure that the OP's complaint has any grounds. It seems to be based on a misunderstanding of what's on offer, not helped by misleading websites from ECO4 intermediaries.

    There's an option via the Great British Insulation Scheme which does not consider householder income and is based on the EPC and council tax band (with some contribution required from the owner for some works). Landlords and tenants are also able to apply to the scheme.

    That said, I would think the logic was related to the now scrapped plans re minimum EPC for rental accommodation - which would have brought the rental stock up to above the level required for eligibility into the comparable home owner scheme (c or higher)?
