The new Smart will have read 0000.0 when installed. What is is now ? Is Octopus using the Smart readings or are they guessing. Check that the meter serial numbers on the bill and the meter itself are the same
Not much point, the current meter was only installed last week, however they should have left a note with the old meter number and its last reading. Perhaps that’s what you meant….

How does he heat his hot water?
Is the heating pump on all day?
Is he on the Priority Register?

With a new meter it should be a smart meter with a hub that could show usage.

  • Looking back at your first post then unless he has solar panels or a wind generator how can his bill/meter readings go negative. There is seriously going wrong on here. Get in touch with Octopus and raise a complaint immediately.

That is one possible reason for negative bills, yes. Another reason would be a faulty meter.
Honestly, without more detail of these bills - meter readings, dates, actual vs. estimated - there's not a lot we can tell.
