Marston Recovery making threats. Who are they!?

Hi,
Im a landlord, and have a new tenant thats moved in last week. Yesterday she came over to see me extremely concerned and upset, she opened the mailbox and saw the below letter:

A few comments:
- Because this was the first time she opened the mailbox, we're not sure when this letter was actually delivered! Its not dated!!
- The name of the person the notice is for was a tenant who stayed for only 6 months, nearly 6 years ago!!
- Is this a legit company? Theres no enforcement agents name and no date. Its very very suspicious.
- My tenant is a 60 year old lady living by herself. She is extremely upset that "Your belongings will be removed unless you pay the total amount you owe" and that "the enforcement agent will visit again and intends to remove your belongings". Shes only been there for a week and now is under threat her belongings will be taken!!
Is this a scam? They have a website and - sort of - look legit.
What can we do? Shes so obviously not the 35 year old male that lived here 6 years ago! Surely they cant remove her belongings or continue to harass? It looks to be a hand-delivered letter which is even more concerning!
Any advice gratefully received.

Tape it up again. Write on it 'no longer at this address'
Return to Sender.
They may write or phone but the debt is nothing to do with her.
Tell her to keep a Copy of her tenants agreement handy and stop worrying
make the most of it, we are only here for the weekend.

This is not a scam, it should not be ignored a warrant of control is issued by the courts to enable a bailiff to seize goods when a CCJ has been ignored. Marstons work on unpaid fines, CT ect, so they are legit bailiffs.I would call then ASAP on behalf of you new tenant, and give details of when the dept or moved out and give them his forwarding address if you have one.

Had one arrive the day after we got the keys to our current property as the previous occupants owed council tax.
Placed it back in the envelope, with it clear what it was via the window and wrote “new occupiers xx/xx/xxxx” and left it outside door. A couple of weeks later had a polite knock at the door from them and they asked us to confirm the named individual was not there anymore. Didn’t let them in, but showed them the completion paperwork from our solicitor (first page only, and a tenancy agreement would do the same) and they noted it on their iPad and never saw them again.
Bear in mind their legally obligated to serve paperwork at the last known address for a debtor, until they have proof it is no longer relevant for their purposes.

Don't expect them to be particularly helpful.
The clear message you need to give is 'the debtor moved out X years ago. It's good that the present tenant doesn't look like a 35-year old male.
You are not required to assist them to find where the debtor is now
I suspect this is Council Tax. A second choice would be a magistrates court fine0 -

Ive just been looking for any documentation I had on the tenant, but cant find it. (Im usually quite fastidious in my record keeping!). He didnt give me a forwarding address. I find some tenants dont like to, for whatever reason.0
