The operator have included photographic evidence of the appellant's car. This does not prove to me that the appellant left the site. By the appellant's own admission, they used the stores on site and never left the car park. I therefore feel that I cannot conclude with the necessary certainty that this PCN was issued correctly,

That was the relevant line in the whole appeal answer.
