US Car Hire Scam - AVIS unauthorised upgrade - how to resolve?

    You seem to have two problems. Firstly that you managed to hire through someone with no UK presence, which leaves your credit card supplier as the only practicable recourse if you are entitled to claim a refund.
    Secondly Avis as a company seem to have a signing procedure that does not stand up to scrutiny - it sounds as if you simply signed a blank page on a tablet. You therefore have to persuade the credit card supplier or a court that signing a blank page does not override your original contract made when you booked the car.

    Looks like I have got that wrong - Trip.com do have a UK presence.
    It is       Trip air ticketing (UK) Ltd.,
                 Floor 10,
                 70, St. Mary Axe,
                 London EC3A 8BE

    From them you can claim on the basis that their contract was not honoured.
