Buyer can't bid

I got a message this morning from an Ebay member saying they'd love to buy one of my items, but they're not allowed to bid.
Now I did assume this wasn't their partner holding the purse strings but probably because they have unpaid item strikes? Any other reason they would be blocked (I do have China as a blocked destination as well)? I notice their feedback is good, but I guess you can't see unpaid strikes anywhere?

Block them and move on. Any attempt to bypass the standard eBay processes is likely to be a scam. Certainly, more work for you, ...And possibly grief later.1

Spelunthus is right but besides, I hold no store on feedback ratings unless there is a lot of it as anybody can create feedback scores and it is not easy to give negative feedback anyway. If you do attempt to bypass normal eBay selling and communication rules, you will find it virtually impossible to pass each other details about email addresses, telephone numbers and so on. eBay uses detection software to sniff these out and attempting to flout the rules can not only involve you being banned but also ebay taking a fee for whatever you sell off their platform.1

Somewhere, and since they changed the eBay view again I don’t know where to look, you can check your logs to see users who have prevented from bidding on your items . looking at mine it doesn’t show the user name but it does show their feedback score which is how you can tell if it applies to the person contacting you. It shows when they tried to bid , on what item and the reason, and all mine state ‘ Too many unpaid item strikes’. My last 2 automatically blocked bidders have 1820 and 1104 feedback respectively.From that log you can also tick a box to exclude selected buyers from your automatic rules which would allow them to bid.
