Parking fine Scotland, live in England

Hello, am I safe to ignore a private parking ticket from a service station in Scotland if my car (and me) are registered in England?

    Appeal as keeper saying there's no keeper liability in 2023 in Scotland and when that changes it won't be retrospective.
    Tell them to do one.

    EVEN BETTER if you can use a Scottish address (family? Work?) for the appeal.

    I hope you mean the "keeper" is in England. Forget who the driver was.
    1. As already pointed out, the parking event happened in Scotland, so there is no keeper liability. So it doesn't matter where you live for that still to be the case. Tell PE exactly that.
    2. Any legal action would need to be done through the Scottish Sheriffs court, so notwithstanding the difficulty presented by point #1, the fact that you reside in England makes it outside the jurisdiction of the Scottish courts (correct me if I am wrong here). This would doubly make PE put this in the "too complicated to pursue" pile.
    Contrary to what Coupon Mad suggested, I would say do not give them any hint they have a Scottish avenue to pursue. I.e. don't provide a Scottish address. Unless PE (an English company) could pursue through the English courts for an alleged debt incurred in Scotland.
