Seller not sending item? Easiest way now?

Good morning,
I made an offer on an eBay item, and then agreed on a counter offer to buy an item at just under £300 (inc. delivery) on 16th November. I had to set up a prepay before the offer was made.
On success of buying, I paid using Paypal "Pay in 3" with the first payment being made immediately.
It's now becoming clear to me that seller will not be sending the item. They are stringing me along after saying they'd send via Parcelforce the next day. On Monday I got an eBay tracking for Parcel force, but after chasing, they said item was too big for Post Office.
I messaged telling them there was a Pick-up-from-home service that they do. They replied stating they didn't know how to do that, and could I tell them how to do it.
So I did (Do a quote, and select Pick up from home). That was 2 days ago and I've heard nothing since, even though I've been asking for updates, and now a few times asking them to cancel if unable to send.
So I'll have to file an INR from my end, but because of the payment method, I'm unsure which route to take, through eBay or Paypal.
Which would be the easiest/quickest way to go?

eBay. Presumably the PayPal thing is they pay the money, and you pay them back (effectively). But you bought through eBay so that's where you raise the case.1

Normal refunds go to the original source of payment - be it balance, card, or bank account. Hence if you paid via PayPal using a credit card as the funding source, the refund will go through PayPal and straight back on to your card.
Never used the finance thing with PayPal so not sure how that would work. In theory you should get your first payment back to the original method, and the remaining payments would be cancelled - not sure if any interest would be due though?…….1 -
So I claimed for INR with Ebay, and against all expectations, seller clicked the refund button.
What happened over the next ~12 hours is the pay in 3 agreement got cancelled, and the initial 1st payment has refunded to PayPal as a credit, for me to withdraw back to my bank, or leave there (which I will do to retry another purchase)
