Gatwick NCP PCN - not the driver or registered keeper

I'm hoping someone can help me with a PCN I received from NCP at Gatwick Airport.
I hired a car at Gatwick Airport in September when I was visiting the UK (I used to live in the UK then moved to Australia). Yesterday I received an email from Hertz with a PCN from NCP attached and advising me they've given my details to NCP to transfer liability. NCP want me to pay £100 for stopping on a red route.
I've read the newbie sticky thread but couldn't find an answer to my situation.I went to appeal the PCN because I wasn't hiring the car at the time and couldn't have been the driver, keeper or registered keeper. Accordingly to their online systems, CP recorded the incident via their ANPR camera seven hours after I'd returned the car to Hertz. I have written confirmation from Hertz of the time & date I returned the car. Hertz also charged me a £42 admin fee for passing on the PCN.
Is it as simple as using NCP's online system to appeal against the PCN stating I'm wasn't the registered keeper or keeper and don't know who the driver was? I want them to cancel the PCN as quickly as possible while avoiding any pitfalls.
When claiming back the admin fee from Hertz, is it enough for me to email Hertz requesting a refund and then applying a chargeback on my credit card? Do I need to do anything else?

As long as you have evidence that you returned the car before the time of the alleged contravention, you must put a hold on the credit card payment. You must inform Hertz of their error and for them to contact NCP and tell them that you were not the keeper at the time.
Either way, you cannot be held liable as the keeper. Only the driver could be held liable and they have no idea who that may be. Also, as you do not reside in the UK, they cannot progress it beyond load of useless debt collector letters and threat-o-grams..
Hertz are the ones who have screwed up and they should be the ones rectifying the issue... as long as you have evidence that the contravention occurred after you returned the car.0 -
As above, put the charge from Hertz in dispute. I would also add a handling charge for your wasted time of, say, 20 of your finest Australian dollars.
Include proof you weren't the hirer at the time. Point out that since you weren't the hirer at the time, Hertz remain liable for the parking charge and should either pay or appeal. Suggest they familiarise themselves with the Protection of Freedoms Act 2012, the law, seek legal advice, and contact their trade association, the BVRLA.
If you want to be cheeky, send them a link to this forum where they will get the best advice there is on how to deal with a parking charge notice from an unregulated private parking company, one of many referred to as rogues, scammers, and bloodsuckers by UK MPs. Point out that they are part of the problem regarding this rogue industry.
As for NCP, you can either ignore them since you are out of jurisdiction, or complain to them and then the BPA that you you have received demands with menaces for money that you do not owe, explaining that you were never the hirer, driver, day-to-day keeper, nor registered keeper.

So if you had handed it back to Hertz, Why did they then pass your personal data to a third party?
if anything you should be getting much more than just the so called admin fee backFrom the Plain Language Commission:

I am angry. NCP shouldn't have generated a PCN in the first place as the photos show the car stopped in a traffic queue not waiting/ parked at the side of the road. Thanks everyone for your help. I've emailed Hertz and told them they've liable for the PCN and to not charge me any fees for dealing with. I kept the paperwork for the hire car and it clearly shows the time I returned the car so I highlighted that and attached it to my email. If NCP or any of their debt collectors come calling, I'll tell them to go and shake down Hertz for the cash.

A big thank you to everyone for your help. After a protracted email exchange, Hertz have refunded me the admin fee and will sort out the PCN. I also advised NCP that I wasn't the vehicle's keeper/ hirer at the time the PCN was generated. Success!
