Hpi discrepancy on a motorbike

So to try and keep this as short as possible
my husband bought a bike from a very large dealership
thought nothing of carrying out a hpi as it was a large dealership and it stated hpi clear and genuine low mileage (2019 bike with 1242 miles on)
purchased the bike August 2022 on finance
fast forward bike is now paid off in full so he decided to get another bike and trade his in
his bike flags up a mileage discrepancy from October 2021 before he bought it stating 10000 miles
this could be an error but it might not be
reached out to the dealer and after nearly 4 weeks they have decided that they cannot fix the mileage discrepancy but are willing to offer a refund but deduct a mileage usage of 42p a mile or but it back outright for £5500 (he purchased it for £7200)
can anyone help me as there is nothing online anywhere that matches what has happened

Just to add the first bike he bought from them was Mis Sold as it was sold as a full powered bike and it was actually restricted to I’m feeling pretty fuming we are having issues again0

What is the value of the bike at the current indicated mileage ?

Is he trying to part exchange it at the same dealer he bought it from?
How many miles has he done since he bought the bike?Should've = Should HAVE (not 'of')

On the new bike what has flagged the discrepancy. If the higher mileage is from 2021 how did it get on the record as it wouldn't have been from an MOT.
It sounds like an error to me and not the dealers fault.
I would also expect to see visible signs of a 10k discrepancy. For starters tyre wear, seat foam wear and handgrip. Far more likely to be stone chips and evidence of corrosion around suspension as it would be more likely to have been used in wet weather.
If the bike genuinely only done 2k it would have been looking like new bar some tyre wear.

He was trying to px with a dealer closer to home which makes more sense if There are issues
he didn’t have a choice with his first bike as this was the only way that the company would resolve it by taking it back and starting with another bike (current bike)
They have admitted they cannot fix the mileage discrepancy as they have nothing to go back to the hpi company with ie purchase invoice or photo of mileage so the bike stands to be worth a lot less than what he paid as no one will give a value for it as it shows the discrepancy

A 2019 registration wouldn't have had an MoT by October 2021. I'd be fairly confident that a vehicle with an odometer reading of 1,242 miles in August 2022 would most likely have done 1,000 miles the previous October and someone has typed in an extra zero to record the mileage as 10,000. Was any other reading recorded between sale new in 2019 and October 2021?

So the mileage discrepancy has come up when he tried to px at a local garage it flagged straight up on the hpi check
I’ve tried to see if the supplying dealer can resolve it as we were given no documentation like proof of servicing etc when we bought the bike
they have confirmed that they cannot fix it as they have nothing to prove the mileage was correct no picture when they took it in etc
So the bike can’t be px or sold on privately as the mileage discrepancy cannot be taken off
No other mileage readings available at all they have checked0
