'Final reminder' sent by NCP without original PCN - solid grounds for POPLA appeal?

I got a “final reminder” letter from NCP dated 24/10/2023, saying that I had parked at one of their car parks in Croydon without paying on 11/9/2023. This letter was literally their first communication with me but said that I had “not complied with our request for you to supply the name and address of the driver of the vehicle on the date of incident, or to pay the outstanding amount, or to make a representation”. (what request?)

It included photos of my car and licence plate etc.

It also said that I had to pay £100 because “the original discounted offer has now expired” and it was too late for me to appeal.

I went to the NCP website and wrote an appeal anyway, probably identifying myself as a driver and requesting a discounted penalty. I know this was probably stupid, but I didn’t know about this forum or the threads in it at the time.

A week after the appeal I got a reply from NCP saying that they were unable to cancel the PCN because it was “correctly issued” – I never even got this PCN, only a final reminder, but that they had “extended the discounted payment” until 24 November and I only had to pay 60 pounds.

My question is, is there a way to appeal this to POPLA and get the entire charge (60 pounds or 100) on the grounds that I only got this “final reminder”, not an actual PCN? Is there a good chance of success?

I have read the NEWBIES thread and many other threads in this regard but I can’t seem to find the answer – and I probably made a bit of a mess of things by appealing too quickly on the NCP site. Any help would be appreciated.

    Wait patiently for your appeal rejection with a PoPLA code and then create your winning PoPLA appeal as described in the third post of the NEWBIES thread.
  • Thanks, but doesn't it complicate things that I may have named myself as the driver in the appeal to NCP?

    Seen that before.

    No.  But it doesn't matter. Ignore it.

    Come back if they try a court claim.

    If you move house within 6 years, tell them.

    That is all.
