Should I dispute this PCN?

National Parking Enforcement LTD has issued a parking fine of £60 reduced from £100 if I pay within14 days.

I didn't release I was attempting to park in a private permit parking area and was fined for stopping for 2 minutes and 9 seconds. After reading the signage I realised I had to move my car so my wife and child left the vehicle while I moved the car to find another parking spot.

Can I dispute this under the governments code of conduct under this term?
  • A compulsory 5-minute cooling-off period in which a motorist can consider the terms and conditions and change their mind about parking.
Hope you can help.
Many thanks,
Jason

  • The Newbies/FAQ thread is your first port of call. Skim read... not advised.
  • Thank you, not been able to find anything on the 5 minute grace period on the forums.

Here's the letter I received in the post

  • National Parking Enforcement Ltd are members of the IPC and should follow the IPC Code of Practice. Google it and see what is says in section 13 about consideration periods. Their COP is designed purely for their members benefit not to be fair to motorists. It is not law.

I would fight the scam and be prepared to see them in court. I don’t think most judges would consider you entered a contract if the ANPR cameras showed you leaving after two minutes.

Please post a pic of the back as well.

You will just be ignoring the daft threatograms demanding £170. See NEWBIES thread.

Thanks.  It does include the wording to hold the keeper liable but that doesn't mean to you pay NPE.

You will just be ignoring the daft threatograms demanding £170. See NEWBIES thread.

Come back if you get a court claim to defend in the end (also covered in the NEWBIES thread).  Obviously you MUST tell NPE and their agents later on if you move house within 6 years but that's common sense.

You've covered the date of sending but we know it was posted last week anyway so no need to look at it further.

Ignore. Come back if you get a Claim.

  • For future reference, it is the difference between the date of sending and the date of the parking event that is required, not just the date of the event.
