Get in touch with environmental health at your mothers council and express your concerns, especially with takeaways nearby.
Oh she has had no end of trouble . Things blocking her garage, fly tipping cars blocking her access. She has been onto council several times and they are not bothered unfortunately.

Mum emailed the council to complain and sent pictures. Unfortunately I don't think she will get any compensation for new fridge freezer or the food in it. Is this the sort of thing covered by your home insurance

She got this reply from council

    Hi

I will pass on your email to public protection as the refuse issue needs resolving,I can not put bait down without permission or payment but I will investigate once the rubbish has been removed.

It almost certainly is not worth it once you account for the excess and the rise in premiums in subsequent years.

Once the rubbish from rear of house and the freezer and contents  are cleared it would be prudent to get a electrician to check that
no damage has been done to house system.

Bearing in mind where it's kept, you can probably pick up a slightly scruffy second hand one for next to nothing or free. Need to sort the rodent problem first though.
