PCM issued a fine in my own parking bay

Hi guys!
Hope you all are doing well.
I have a question to ask and hope for a bit of advice.
We live in Bellway (Renovo) and our carparks are monitored by Parking Control Management (UK) LTD (pcm). Few days ago we parked in our own bay and was very windy and raining so when we opened the doors the permit holder slied which we did not see. It was bucketing down, so we run home just to wake up in the morning to a windscreen yellow fine. The reason beings : "Displaying a tampered/copied/unreadable Permit, hence invalidating the permit." So as you can imagine we appealed but appeal was rejected, stating: "The vehicle was parked in a manner that contravenes the terms and conditions for the use of the private land on which it was photographed. But I am the owner of that bay, it belongs to my flat. They give me a choice to pay discounted price, appeal to the IAS. But is there a point to appeal to them or they will reject my appeal the same way as PCM did? Does anyone had similar situation? Can anyone advise what my next steps are? The times are difficult with the cost of leaving at the moment and paying a fine for my car beeing in my own bay that is not something I would like to do. Thank you for reading.

First point of call is to complain to the landowner........ Oh.......er ..
Next seriously look at your lease/ freehold/deeds/ whatever, what does it say about parking? The exact wording is important
Is this your property? Who hired the parking company? From the Plain Language Commission:

and a few more questions..
how did you obtain/acquire a permit?
was this scheme in place when or before you moved in?From the Plain Language Commission:

Hi
thank you for your response
I will look into lease documentation.
yes it is my property i am the owner of this flat.
It is a new build so the scheme was put in place when we moved in.
I belive Belway (Renovo) hired the parking company.

was there, pr is there any documentation that goes with the parking permit ie did you sign for it to show you received it, or was it just handed over?
there is plenty did you to go on to get rid of this and take steps to stop it happening again, but your answers to the questions will help to show how you can get rid of the problemFrom the Plain Language Commission:

Firstly you have not received a "fine" it is a speculative invoice from an unregulated private parking company, otherwise known as a moneymaking scam.In addition to the advice already given, if this is a new build is there still a Bellway sales or site office on site, if so go in and firmly complain that their parking company are harassing their new house holders. If that parking spot is your land you are only displaying that permit as a courtesy to the parking muppets to save their time and effort, they are actually trespassing on your land.3

Hi,
Thank you for all of yours replies.
Half-way - the documents were just handed over to me.
Fisherjim- I tried to contact Bellway (Renovo) office but they are not going to help they are saying that they have nothing to do with the Parking Control Management.0 -
Don’t pay! They will eventually leave you. I
live in same estate and received 2 of same issue and they always reject any appeal whether they know you are not in the wrong or not. I just ignore them. Scammers.1 -
What happened next? Rubbishy £170 demands and nothing else?Olka9323 said:Hi,
