Gatwick airport drop off bwlegal letter no PCN prior

Hi all, hopping to get some help here. Arrived last night from a trip and got the below letter from bwlegal that I haven’t payed my PCN and now I have to pay £170. The problem is this is the first letter I receive and haven’t received a PCN prior to this. What would be the best way to tackle this ?

    Looks like you may have forgotten to update your address on your V5C when you moved? That's what causes PCNs to be missed, as the DVLA gives out the car's registered address.  Nowt to do with your Driving Licence.

    If I'm right, you need to change this with the DVLA (urgently, can be done online) and reply to BWLegal telling them to erase the old address and to tell NCP to do the same, because NEW ADDRESS is the right one.

    YOU MUST DO THAT EVEN THOUGH YOU RECEIVED THIS LETTER. YOU CANNOT LEAVE THEM WITH 2 ADDRESSES HELD.

    DO NOT PHONE THEM.

    DO NOT SAY WHO WAS DRIVING!
    No story about who did what & why.

    DO NOT PAY THEM OR OFFER MONEY.

    Ask them why they are still failing to comply with the DLUHC's incoming Code of Practice which is imminent (known about for almost 2 years now) and requires a fresh PCN at the original rate and appeal to be offered, when a new address is found that shows that the scam victim did not get the so-called PCN.

    Thank you for your response, the thing is I haven’t change my address in 18 Months, checked the V5 and it’s correct, driving license is correct as well.

    Something along the following lines to BW Legal should hopefully get this stopped. However, you are dealing with intellectually malnourished scammers whose greed blinds them to anything considered "reasonable behaviour".
    As the registered keeper of the above mentioned vehicle, I am not liable for the PCN. As the NtK was issued for an alleged breach of terms on non-relevant land covered by airport bylaws, the PoFA 2012 does not apply and only the driver can be held liable.

    As there is no legal obligation on me, the registered keeper, to disclose the identity of the driver, I shall not be doing so and no assumptions can be made. Please advise your client of my position and they should save themselves money and both our time by cancelling this PCN with immediate effect.

    Should you fail to instruct your client to cancel the PCN or they refuse to do so, I will look forward to challenging their claim in court. I will highlight the fact that, as a legal advisor, you have acted embarrassingly by continuing a claim where I cannot be held liable under the law and I will seek costs and damages for your and your clients unreasonable behaviour.
