Can I put down a new carpet with rising damp??

Have you checked your gutters, drains etc it's a good starting point.

Heat and get a dehumidifier, Are the bathroom, kitchen fans?
Tape down a patch of clear plastic on the floor if its still dry after a week its probably fine.0 -

Was thinking of putting down a layer of vapour barrier insulation under the underlay. If the concrete floor below has a lot of moisture would that be helpful until the damp problem is remedied? Or am I just sealing in the moisture?
