Roof Valley Replacement Quotes - Are they reasonable?

I have a leak through the roof into the room below.
I have been told the roof valley needs to be replaced with the following done:
scaffolding
remove old valley and tiles either side to about 1/2 a metre
take out any rotten felt and replace with new felt where needed, under that area where tiles removed
put in new fibreglass valley
put tiles back, rebed them
I had quotes of £2600, and £2800. Are these reasonable? I'm in the South East.
One roofer also included in the quote description refit lead flashings and repoint adjoining ridges - is this easy to do? I wonder if the other roofer would do that as standard anyway?
