(ADVICE, PLEASE) DCBL: Notice of Debt Recovering - Unpaid Parking Charge
WhitehavenLass
I have received a letter this morning from Direct Collections Bailiffs Limited stating:
______________________________________________________________________________
Dear _____________
NOTICE OF DEBT RECOVERY - Unpaid Parking Charge £170
You have an unpaid parking charge and Direct Collection Bailiffs Ltd (DCBL) have been instructed to collect the outstanding balance on behalf of our client. The parking charge was issued because the vehicle was parked in contravention of the terms and conditions outlined on the signage as agreed to by the driver when the vehicle entered and parked on private land.
To ensure no further action is taken, you should make immediate payment by scanning the QR code below.
Details of other ways to pay are on the reverse of this letter. To discuss your case, please call 0203 597 3959.
Supreme Court Decision about Parking Charges
A Supreme court ruling in November 2015 reinforced that it is lawful for a parking operator to pursue payment of a correctly issued unpaid parking charge through the County Court. The case was an important test case for companies like our client. You can find further information online at:
https:www.supremecourt.uk/cases/docs/uksc-2013-0280-judgment.pdf
At this point, you are no longer able to appeal the parking charge. Your next opportunity to dispute the charge would be if the matter was taken to Court.
Failing to make Payment
You now have 14 days from the date of this letter to either pay the outstanding amount or call us to discuss repayment. This case is not subject to High Court or Bailiff action, however should you fail to contact us, we will recommend to our client the commencement of legal action against you.
Yours sincerely,

This relates to my stay at a service station back in July however I have only received this letter today and no previous correspondence relating to any sort of claim or judgement.
As it says I cannot appeal, is there anything I can do asides pay this?! PLEASE HELP!

Debt collector letter - ignore it. See NEWBIES FAQ Announcement, fourth post, come back if you receive a court claim. If you've received no previous correspondence, then your address details on your V5C (logbook) might well be out of date. Check carefully, because there's a potential £1,000 fine from the DVLA.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Standard debt demand. Ignore it. You don't need help with this. It's nothing.
Read other threads.
You actually want DCBLegal to get the case from DCB Ltd and try a small claim (if you don't know why I say that, and why you will end up paying nothing, you do need to read other DCB threads!).
BUT you MUST respond once to DCB and separately by email to the parking firm, to confirm your correct address and to "erase the old address".
Obviously a complaint to the retailer/landowner usually gets any private PCN cancelled but that's common sense. You always start with a complaint to the landowner. No paying these scams. Of course you don't pay it. No ringing them either.
The NEWBIES thread already tells everyone all of this.
As Umkomaas says, you have presumably overlooked changing your logbook address. So many people do that - arrrgh!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It is possible that the service station found it easier to let DCBL find you and chase you, rather than doing this themselves. The first thing I would do is contact the service station
