Is there any way to just pay the parking charge, not the pcn?

The MP for Consett is involved. This is from his website:

Richard Holden MP fights for Victoria Car Park

    Saturday, 11 March, 2023

If you travel into Consett, you’ll be familiar with the Victoria Centre carpark. In recent months Richard has been inundated with constituents who’ve been fined after they changed the rules meaning that free parking after 8pm was ended and instead people were fined.

This has had an enormous impact on those who use it as the most central parking space in Consett. You may have even received a fine yourself.

Clearly, it is unreasonable to expect people not to use the car park at night at all. It is the lifeblood of Consett, day and night. Richard has tried to reach out to the landlord, even suggesting a modest after hours charge but this has fallen on deaf ears.

To justify this, the landlord has made some wild claims, such as massive anti-social behaviour and huge wear & tear. However, he will continue to press for an agreement because of how important this car park is to everyone in Consett.

    Commenting, Richard Holden MP said:

"While I cannot get your PCN cancelled (which is why we are changing the rules), get in touch if this is something that is concerning you. I want to keep the pressure on and am doing what I can to get a meeting with the owner who is proving to be incredibly evasive.

"I will let you know as soon as I have a update as the current situation is unacceptable. Please avoid parking there after 8pm until we’ve managed to resolve this situation."

    Iceland Car Park agreement reached

    Friday, 30 June, 2023

The closure of the Iceland car park in central Consett after hours has been unfair and highly disruptive to many of you, who have received parking charges. The car park is essential to Consett’s economy, both in the day and at night. Recently, the management of the car park had banned parking after 8pm altogether, where it was free before.

The idea that people cannot park there after hours AT ALL is just not acceptable. So, I have been campaigning hard with the landlord and management of the car park to change things. Most recently, I requested a meeting with the landlord and the British Parking Association in Westminster.

**Following this, they have now agreed to after-hours parking**

Changes will take place ASAP, when they do the charges will be:

    Up to 2 hours £2.00

    Up to 4 hours £3.00

While this isn’t the perfect outcome it’s far better than the ridiculous situation that was there when fines were being levied before.

I’ll continue to press for a restoration of the free after 8pm situation but this is an important first step for them acknowledging that the new situation is not acceptable.

    Best wishes,

    Richard Holden MP

PS - many people have been asking about the grace period for pick up/drop offs - BPA regulations state this should be at least 10 minutes -

  • Ok, so it is Bradley Hall that manages the centre on behalf of the landlord. For data security they wouldn't give me an email address but did say that it is themselves whom put the parking people there so would be best to complain to themselves.

@Coupon-mad I'll send them the suggested letter along with @Umkomaas amendment about the car not being shown leaving and report back.

  • @ParkingMad That is brilliant information, I'll certainly get in touch with Richard Holden and put my case to him too, I was in Iceland yesterday asking about the landlord and the manager said that they did indeed have the local MP's secretary in asking the same question on behalf of the MP. Thank you for taking the time to dig that gem up.
  • Response from Bradley Hall:

    "Hi James,

Unfortunately this is not a centre in which we manage. We manage the parade at Victoria Road in Consett rather than the shopping centre itself.

I would recommend speaking to the parking company who is employed by the landlord.

    Kind regards,"

The search continues haha. I'll keep you posted.
  • And a response from the local MP;

" Thank you for contacting Richard Holden MP about this matter.

Mr Holden has had dozens of complaints about the car park. Group Nexus are a management company who work on behalf of a private owner of the land.

After numerous correspondence to them which were left unactioned by them – Mr Holden then invited them to meet to discuss the issues.

Soon after this, Group Nexus decided that the land owner would change the times so that residents could use the car park at night – however, this is only until midnight.  The private landowner stated that anti social behaviour was one of the issues, however, Consett Police told us they had had no incidents of anti social behaviour on this land.

Group Nexus are regulated by the British Parking Association (BPA) who have said that they are operating correctly and in accordance with their regulations.

They do have a complaints procedure which you could raise the valid complaints that you mention.  The link is here: https://groupnexus.co.uk/complaints-policy

Thank you again for contacting Mr Holden.

    Yours sincerely

  • You're telling me! Do you think it worth just saving time and going straight to nexus siting the breach of para 9 of Sch4 POFA?

I was also thinking to petition the manager of the land (when I can track them down), I'm confident that most if not all residents/ shoppers would sign it as every conversation that I've had over the past few days whilst in the centre has been quite 'passionate'. Do you think that might herald any results?
  • @Coupon-mad Apologies for the multiple posts but do you think, send the 'one size fits all' appeal, along with something about there not even showing the car on the photos? Or just the generic appeal as is?
