    Do you really mean withdrawing £3K in a branch or an ATM? Many cards offer 'money transfers' to a current account for the same fee, and for some cards the fee is zero, e.g. for Halifax Clarity.
    Won't Natwest decline the balance transfer as it is from money transfer/withdraw?
    They wouldn't know.

    And if they did, why would they decline it?
    attempted to have a try but a bit concern this might be against t&cs

    No.  As far as they're concerned you're just transferring a balance from another card to them, they don't care (or even know) where the original balance came from.  The only fee you'd have to pay would be the balance transfer fee - if applicable (some cards charge a balance transfer fee, some don't, check the Terms & Conditions applicable to your particular offer).
