Bosnia & Herzegovina call scam

Hi folks.
Just wondering if anyone understands how this works technically, and if I have any recourse available to me.
A missed call came up on my mobile. It was listed as "Bosnia and Herzegovina". I had no idea what to make of that, but as my father is in the last stages of dying of cancer and Alzheimer's my phone is constantly ringing with withheld numbers from doctors, nurses and equipment companies I don't recognise. I have never been the target of a phone scam before, so I didn't automatically jump to that conclusion. I thought it might have been some technical thing I was too dim to understand, like how different companies route their calls through different servers in different countries to save money...or something equally out of my depth. So I called the number back, just in case it was important, and found only silence on the other end. The call lasted a maximum of 5 seconds before I hung up.
The problem is, I just got my bill for this month. It lists that call as lasting 1hr 11 mins, and it is costing me £107.
So...Anyone got any thoughts on how that might be? And whether there is anything I can do about it?
I have already phoned O2, spoke to some chap who tells me there is nothing they can do as this is a legitimate call.
I am very interested in any light you might shine on this, folks.

If you can grab that and present to O2 as evidence the call was only a few seconds rather than the hour they have recorded you may be able to get that corrected.1
