NHS staff with APCOA PCN

Hi
Our hospital multistorey car park is apparently run by APCOA.Staff are given permits to park.Staff doing afternoon shifts often have to wait for morning shift staff to move their car before parking own car.This has been the arrangement.
Today I was issued a PCN.
I was meant to start work at 1.30pm.I reached multistorey car park at 1pm.No space at all,as usual parked my car in the corner in the floor meant for staff,went to my department,found staff who are about to leave,and accompanied them to car park so as to park my car in their space.
In that 10 mins I was issued a PCN!
Hospital says parking is not their domain and to contact APCOA.
How do I proceed?

APCOA is easy to appeal. You can't lose as long as you do NOT say who was driving. Wow, do none of your colleagues know this?! You all should! This is simple.
YOU NEVER HAVE TO PAY APCOA, ALL THE TIME THEY KEEP NOT BOTHERING TO USE THE POFA WORDING FOR 'KEEPER LIABILITY'.

I assume you got a windscreen PCN, so:
1. provided you are the registered keeper (car is not leased) and
2. as long as your V5C address is up to date (please check because this is vital and I'm not talking about your driving licence)
just wait till the NTK arrives in December then appeal AS REGISTERED KEEPER saying:
Dear APCOA,
As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4) you are, in law, unable to hold the registered keeper of the vehicle liable for the parking charge. Therefore, I suggest that you contact the driver.
I decline your invitation to name the driver. You cannot win at POPLA. I require you to cancel the parking charge and remove my personal information from your database.(DO NOT SEND IT YET).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
