Storm Babet - Government Support

Probably not quite the correct Category, but wasn't sure where to post this.
Towards the end of October, the Government announced financial support to those impacted by flooding during Storm Babet - https://www.gov.uk/government/news/government-announces-support-for-flood-hit-areas
SInce then, it appears to be impossible to find any information about who is eligible or how to apply - other than information which says support will be available via Councils.
Our local councils - both District and County - say that information will be published shortly.
We are now two & a half weeks and another storm on from Babet, but no further information has been made available to my knowledge.
The support was supposed to include "up to £500 to give cash quickly to help with immediate costs"
Does anybody know how and where to apply?

It doesn’t look as if the government have announced any more details as yet, because the local council websites are still saying “watch this space.”All shall be well, and all shall be well, and all manner of things shall be well.
