DPS Deposit claimed by landlord while tenant overseas

On behalf of a friend who isn't online.
The tenancy ended and my friend cleared out and moved overseas. She missed out on all the letters as the Royal Mail does not redirect overseas. A local family friend was collecting her mail. The tenant received a statutory declaration while she was in a third country for work, was in no position to return it within the 11 days (that were available to her of the stipulated 14 days)n and lost the deposit.
Is there any way she can appeal?

Surely they were registered via email?
Did they, realising deposit disputes, approach the relevant scheme?
Do they consider the deductions fair, too big - or too small?0 -

Is there any way she can appeal?Your friend needs to call the deposit scheme straight away. Once the money has been returned to the landlord your friend’s only recourse to get the money back would be through the courts.1 -
DPS would email and the landlord probably tried to contact them too. They hadn't noticed any calls, texts or emails? A statutory declaration is when the tenant isn't responding normally.

She lost most of the deposit. She got just £200 back out of £2000 (i think).
I don't know much about the redirection service.0 -
She wasn't using a UK phone. So I'm sure never got any text messages. If she gave them her email she should have got emails.

I think this is on her really. How did she think it was going to be dealt with? Landlord is bound to win any claim if the tenant simply goes AWOL.1
