Shell Energy and the Great British Insulation Scheme

I registered for this in September and Shell keep telling me they are still awaiting further information about the scheme but I suspect they don't want to get involved because of the merger with Octopus. Is any energy provider processing the scheme? If so who if anyone can i complain to about Shell not doing so?

    Lots of people are reporting significant delays hearing from their suppliers (not just Shell) - I think demand was somewhat higher than forecast ;)
