Compensation could also be due for breach of contract, or statutory based on the length of time the power was out, or paid as a (no fault) good will gesture to keep a customer happy... but none of those seem to really apply here as the OP is not a 'customer' of the DNO (agreeing that we don't have all of the details so could be wrong). 

Of course they could ask - and they might get lucky... but I'd suggest the better thing to do would be to widely publicise the contact details to your friends and family so if they need it you save them the cost of the electrician
