You do not normally "register for Council Tax" unless you are a tenant or occupying owner of the property in question. So if Mr and Mrs Smith own a house and their adult children John and Jane also live in the house but neither have a financial interest, John and Jane will not be acknowledged as liable persons in respect of CT and will not be named on the CT bill.

The set up you describe is not for permanent living and should be avoided
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

I have read of people living on a holiday park but going on holiday for the closed month, or staying in an AirB&B, or staying with a relative.

It can’t be council tax fraud as the holiday home won’t have a council tax band by definition, as it isn’t a residence. It will be a condition of  the lease of the holiday home.

If you can surmount all the problems of living in a holiday home, the risk is that the rules of the park change over time. Eg if the electricity was turned off for a month.

I did not say it was CT fraud.

A person cannot arbitrarily chose an address and "register" themselves there, the system does not recognise this. What the site owner suggested was incorrect and unnecessary. Property is subject to CT not people. Lodgers, for example, will not be named on a CT bill.

However if a "holiday home" is used as someone's sole residence then it will be classed as a "dwelling" and be  subject to CT despite its planning status. Living in this way and not making the council aware it was your sole residence would be CT fraud.
