Building a large porch (over 3m2)

We are considering a porch and having read the Planning Portal the external floor area can be no more than 3 square metres. Ideally we’d like it to be 4m wide and 1.5m deep.
would this be possible, and would it go down the normal planning application route, and require drawings etc?
and do all porches need an internal door between the porch and existing hallway, or could it be left open plan to create a larger hallway/porch in one?
It would be 2m from the boundary and under the 3m as per normal porch requirements.

Anything that is over permitted development goes down the normal application route.If you design and build the porch according to all requirements for a habitable space you can replace external grade door with an internal one or remove the door altogether. The requirements are mainly about the thermal insulation; this includes floor, roof, walls, glazing area and quality of glazing. This (building regulations/control) applies even to a small porch if you want to remove the door.2
