Hi, hoping someone can help. I want to appeal this for my daughter, but don't know if mental health issues are accepted grounds for appeal.
I found my daughter in a terribly state earlier this week. She had 2 parking tickets on 2 consequtive days when, she said, she bought tickets online for said car park. These parking tickets are Horizon Parking and her car was photographed in and out on both occasions.
I asked to see her parking tickets and sure enough she had paid for parking, but she paid the Bournemouth, Poole, Christchurch council (our local council), not Horizon, she paid for the wrong car park.
I can see how she managed to pay for the wrong car park in her stressed state, but sadly they are owned by different companies so she was also on the wrong app as well I assume.
At this point I would mention that my daughter suffers from both dyslexia and ADHD and she is not in a good way from stress presently.
She is now being chased for £150 which she cannot pay, she couldn't even pay for the original £90.
Is it worth me appealling this for her or is she best trying to arrange a payment plan to pay the fines.

You don't pay these things all the time that the rogue parking industry remains unregulated.

That has no legs & it's too late anyway.
She could have appealed both using our template appeal and as long as she didn't say who was driving, she'd have won. Dead easy with Horizon. But too late to appeal.
But of course she doesn't pay. NONONO.
If she won't cope well with the laughable £160 threatograms and/or if she might not act quickly to defence if they later try a small claim, then get her (NOT YOU) to reply once - WITHOUT IMPLYING WHO THE DRIVER WAS - stating that the driver did pay & display and changing her address for service to your address.
Then you are in charge of ignoring the daft red threatograms, and come back here if she gets a LBC (see NEWBIES thread).
No stage is a stage to pay these fake PCNs unless a Judge says so, and Horizon are not very litigious.

My daughter moved out a year ago to live with her boyfriend and only comes home one night a week and sometimes not for a couple weeks so my house is already address for service I suppose
The £150 is both tickets together they started at £45 each and went to £90 each after 14 days. Is it still too late to appeal please

Since you didn't tell us, C-m assumed the £150 was for a single PCN that was past the appeal stage.
Since this is for two tickets, if the date of the alleged event was less than 28 days ago then she should appeal both PCNs separately, using the template in blue text from the NEWBIES, sent unaltered, from the keeper.
Horizon's NTKs are often non-PoFA compliant and incapable of holding the keeper liable. You both have some reading to do to understand this, but it is all explained in the NEWBIES, including abbreviations and acronyms that you can find in the fifth post of said NEWBIES.
Show us the NTKs (both sides) and redact personal data but leave the dates showing. Personal data includes the VRM and the PCN number.
If the NTKs are none-PoFA compliant, then that should be added to the template as a one liner.
As for the address for service, this is the address on the vehicle V5C. If that is not your address, then she should send a rectification notice to the DPO of Horizon (details can be found on their Privacy page) instructing them to erase her old data and update with her new address for service. She will need to include non-photo proof of ID.
For appeals etcetera, set up a throwaway email address such as gmail to use only for dealing with Horizon.
Dyslexia and ADHD will not be considered at the appeals stage. It should, but it won't.
