PCN charge received 2months later

Hi,

I received a parking fine from PCN having use the drop & go area at Gatwick airport on 31/08/23. It was the usual drop off area  no parking spaces and there were no where ( that I could see) to pay for using this area, nor on the way out. I use a lease car, so all fines are directed to the lease company before being redirected to me. The lease company received the charge 25/10 before being redirecting it to me on 27/10. The PCN is for a £100 but they will only charge me £15 if paid within 14 days. 

Given the delay in notifying me (lease company) do I have any grounds to challenge this given it was almost 2 months ago this took place? I appreciate your advice.

    Grounds to challenge what?  You didn't stop there or you received the paperwork late?  If you think it was late, how long do you think they have to get it to you?
  • To challenge the parking charge, yes I was there, but like I said there were no signage about paying (certainly not on leaving the area) and the fact it happened over 2 months ago. I am wondering if there is a period in which they must notify you of an 'offence' and anything after this time it becomes null & void?
  • You don't know who the Registered Keeper is. It may not be the lease company. There may be another link in the chain.

    This is a private invoice, rather than a police FPN - but if the timescales are correct, then there's 14 days for the initial notice to RK, then 28 days for them to reply, 28 days to issue the next one, etc.

    Let's say the RK is the car importer, or you're leasing through a middleman and the RK is with a head-lessor.
    They could have received the initial notification within 14 days - say 12/9 - replied within 28 days - say 5/10 - naming the lease company.
    That one may have been generated slowly, so the lease company received theirs on 25/10, within 28 days.
    They replied quickly, and the new one was generated quickly to you.

    You then pay within 14 days of receiving your notification for the reduced cost.

    Your best bet is to get this thread moved to the Parking tickets, fines & parking board.

    To make that happen, click on the 'Report' button below your post and ask MSE's Forum Team to move it there.

    I used that drop off area earlier this year for the first time. Signs all over the place for drop off charges, and pretty much every airport does these days. Fortunately I'd paid in advance online. I believe you also have a period after parking to pay for it as well - until the end of the next day I think. Not sure what your get out clause can be.
  • Wait until you receive the NtH from the PPC and then go tell them to swivel on a sharp stick and chase the "driver" as you are only the "hirer".

    They have no idea who the "driver" is unless you blab the identity to them.

    It's not a "fine" and I seriously doubt you received it from "PCN".

    Are the parking firm (NCP I presume) writing directly to you, or has the lease company simply passed their NCP letter to you, asking you to deal with it?
