    It is private land, unsure on the owner. The land owner who we pay the car park rent to employs PCM to manage. My employer rents an area of the car park out for us to park in, the company who issued the PCN is PCM (Parking Control Management).  Half of the car park is residential for the flats (although very poorly marked) and there is no official boundary notice to say this is where employees of 'x' park and where residents park. The sign below is the official sign which explains we must show a permit, however they have never actually supplied permits which was the official reason for issuing the windscreen PCN (failure to display a valid permit). So they are citing this as the reason on the PCN however in correspondence they are saying the vehicle was parked over the boundary line (which is only defined by a google image and an added red line to the picture in the email thread).

    Thanks for replying to me and sorry if the above isn't clear. I just feel a) their boundaries are extremely unclear (I have photo evidence of poorly marked bays) b) there is insufficient signage throughout the car park c) their windscreen PCN states that 'the ticket has been issued due to not displaying a permit' however they do not supply any permits to anyone, not even the residents.

    Same advice as here, did you know PCM are ex-clampers and outed on Watchdog?  We might have mentioned it, but see my reply here:

  • Trace doesn’t issue LBCs. Ignore and use as wastepaper.  When the real LBC comes, it will be from a firm of solicitors or the parking company and will be accompanied by forms asking questions about your financial situation. 

    Nothing for you to do before then except to notify data protection officer of the parking company of your new address and to demand erasure of your old address every time you move home. This is in addition to updating your vehicle V5C vehicle registration and your driving licence. 
  • @troublemaker22 thank you. they are borderline harassing me now, I am getting a letter or email a week. This is the email I received today - bunch of cowboys, will keep an eye out for a solicitor letter.
