Wait round the corner in a bay or on yellows.  When we say avoid car parks, we really mean it.  On a Sunday I would never use a car park unless I was doing supermarket shopping.  Cannot stress this advice enough.

The road is there with kerbside as you mention. The theatre school owners put cones out and told parents not to park there as they think it’s a safety hazard for the kids. Hence the car park on this occasion.

Well they need re-educating 'Section 137 of the Highways Act 1980 warns that it's an offence to obstruct the highway without proper permission from the local highway authority'.
If there are no parking restrictions in force there are no parking restrictions in force.

Where is the car park?  What time was it? A bit more detail and the regulars can spot things that you may not have considered. Was Iceland open? Supermarkets shut at 4pm on Sundays. The contract is formed by the signage and if the signage is not easily visible there can be no contract. Could also look back via google maps to when the signage changed.

Excel do a lot of sabre rattling but when it comes down to court they frequently lose especially when forum members are early to the party.

I was ticketed by Excel and admitted to being the driver. It did not turn out too badly.
