Failed to pay at NCP, but willing to! (pay later system, forgot), No NTK, Trace letter 1st notice

Hi,
1st NTK was a Trace debt collector letter, PCN issued 12/08/2023, demand letter 24/10/2023. Clearly I'm liable for some amount, but how to pay now that the 28 days is up?
If I ignore, and get a LBC can I pay at that point, if not what grounds for defence do I have? 
I've seen posts about sending an SAR to NCP get the original NTK, but how does that help with my case?

    You need to ask yourself why you haven't received earlier letters.
    The usual reason for that is failing to keep your vehicle's Registration Document(V5c) up to date when moving home.
    Check your V5c. It can be updated online.
  • Anything you ask about paying now will include their inflated "debt recovery costs/damages". Without knowing which PPC, location and reason for the PCN, it is extremely difficult to advise you. Paying them a single penny marks you as a "mug" for future reference.

    If you can expand on the above, we maybe able to advise how to handle it. We do not recommend sending a SAR until after a claim is issued many PPCs now get their claims thrown out thanks to the recent appeal judgment in the CEL v Chan case.

    V5 is up to date, no dispute with keeper/driver. NCP is the PPC. Dumfries Place NCP, Cardiff. I think I'm liable because I remember going there on that date, and thinking I'd pay on the app after, but never did...

    You are so wrong. The DVLA has no connection to the driver, all they have is the keepers name and address. Nobody knows who the driver is/was and you are NOT about to tell anyone

    Just because you went into the car park is meaningless
    Everyone who comes here went into a car park yet they still win in court or if tackled by one of crazy legals they discontinue

    The courts are sick of these parking cases, one reason the courts are months behind

    If it does end up in court, Cardiff will not be the the best, Bristol, just over the bridge. We have never understood what turns Cardiff judges on ??

    I understand that these ppc's are using bully boy tactics to scare people into paying unreasonable amounts, and I don't want to enable that if possible. 
    Is anyone able to help with my original question about how this could be settled reasonably before court? A question that is even more concerning me now you have indicated that Cardiff judges get turned on by enforcing claims. 
    I understand you can select where a case is heard, but I am very reluctant to have to attend at all, let alone travel to Bristol for that.

    Nothing to stop you responding but don't admit who was driving. Is the PCN POFA compliant in wording?
