Pcn For parking a motorcycle in a normal bay.

Hello i recently parked my motorbike in multi story (Liverpool) council car park.
I didn't see the motorcycle bays by the exit so i went to one of the top levels that where empty and parked in a normal car bay.
I came back to a pcn stuck to my bike stating.
I paid for parking and used a normal car bay is this right?
I'm happy to pay it if it was my mistake but it seems unfair as i was paying for parking.
