PCN query over timing and POFA

Thanks to the all resident experts on here, I have a decent understanding of PCNs and how to appeal etc. I have a couple of "hypothetical questions" for those with more detailed knowlege please:
1. Let's say the RK received a PCN (with POFA compliant wording) on 26/10. The date of event was 10/10 and date issued was 14/10. Is this a timeout for the RK?
2. Let's say the RK then received a PCN reminder on 27/10. There is no mention of POFA on the reminder.
Questions:
Has the PCN been timed out because it was only received on 26/10? How would one go about proving this?
Is the absence of no POFA wording on the reminder a grounds for appeal?
Expert thoughts welcome please?

ParkingEye can be difficult to win against on appeal. Especially if it's an overstay?
