PCN given with no photo evidence?

I was dropping off my son at the shops i drove done a small cul-de-sac road that has double yellows on both sides, so i stopped he got out then i had to do a turn in the road and leave.
So whilst this was happening there was a traffic warden standing close by that didn't say anything, i didn't think much of it as i drove off, however my son saw him printing out a ticket and put it on the pavement and take a photo of it.

My son was curious and picked it up and saw it was a PCN with my registration details, so i checked online and saw he had issued my car with a ticket but the only picture evidence was of the ticket on the floor, there was no picture of any street signs or my car at all and the ticket said something like 'car was parked on the kerb/pavement'

Now do i appeal this now or wait till i receive something in the post as i wouldn't of known i had even been issued this PCN if my son hadn't seen him taking a photo of the ticket on the floor?

    Wait for the NTO is my advice, as long as your car logbook is registered to your current address and isn't out of date, as so many people's are.

    You can't appeal the PCN because that would admit that you have it, which makes it 'served'.

    I assume this is a Council Penalty? Who?

    AT NTO STAGE:

    Dropping off a passenger is allowed on double yellows. 'Contravention did not occur'.

    And there has been a 'procedural impropriety'. Placing a PCN on the pavement is not 'served' and the CEO should be disciplined for that conduct.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
